The Texas Commission on Environmental Quality (TCEQ) manual, “Dam Safety—Guidance Manual for Dam Owners,” augmented by their Chapter 299 Rules, will be used to study the impact of dams in the event of possible failure. Dams designated as high hazard by the TCEQ will be evaluated and an Emergency Action Plan (EAP) will be developed on a site-specific basis. All dams will have their own EAP.

All property owners will have prior knowledge if they are in the inundation flood zone for events starting with the 100-year flood up to the Probable Maximum Flood. The widespread flooding that occurred in 1998 and 2002 are examples of extreme events beyond the 100-year flood. Another example is the 24-hour rainfall amount recorded in San Antonio in 1921—20 inches!
